Who do I talk to becoming an admin?

I want to administrate on the weekends, Friday, Saturday, and Sunday somewhere along that line.

To support the players.

Choose map suitable for the amount of players.
For example.
#1. No repeated maps.
#2. To keep server interesting.
#3. adhered to the majority of vote from the players decision on maps, without having the Map vote blocking plays the view. :)

To stop troublemakers.
For example.
#1. Players breaking the rules of the server.
#2. to catch cheaters.

If I knew who I was talking to I can go into more detail via PM or TeamSpeak 3.
